Fix World Bank citations, Remove Jabref groupings
...
Used extra field key value pairs of better bibtex to ensure raw delivery
of World Bank authors as `{World Bank}` so it doesn't get treated as
first name last name by biblatex.
Removed export of Jabref groups by better bibtex since it disables
caching which greatly slows down background exports. If I need JabRef
groups I can re-enable it at any time, but I am not using JabRef for the
current project anyway.
